I am pleased to refer to your letter No. OPB/Z/38 of 15 September concerning the attendance of Brunei as observer at the APPU-EC meeting in Seoul, in behalf of the Overseas Territories for whose international rela- tions the Government of the United Kingdom of Great Britain and Northern Ireland is responsible pursuant to Article 3, para 4(b) of the APPU Rules of Procedure, It is with regrets that time constraint would not permit consultation of the views of the members of the Executive Council. However, this matter which is of similar nature to the desire of Hongkong and Macau to attend APPU meetings as observers is calendar for discussion at this forthcoming meeting in Seoul.
