1. DOI have now received

letter from the APPU Secretariat

(copied to Post Master General, Brunei) which says that the

forthcoming EC Council in Seoul will discuss the question of

observor status for the overseas territories for whose international

affairs the UK is responsible. Although the Secretariat also say

they had insufficient time to consult Council members, it is clear

that they have linked our request on observor of Brunei with the

earlier question of Hong Kong's attendace which the PRC say they

would refuse.

2. In their request to the Secretariat, DOI 'were careful to

distinguish the BOTAS (which term was not used) and the overseas

territories on whose behalf we are responsible for their
