UNITED KINGDOM DEPENDENT TERRITORIES

To call attention to the future of United Kingdom dependent territories; and to move, That this House, mindful of the pressures constantly exerted by the United Nations Committee on Colonialism' on Her Majesty's Government in connection with the United Kingdom's remaining dependent territories, and conscious of the disputes which have occurred in recent years, as a result of these pressures, with Governments normally friendly towards the United Kingdom, urges that a referendum should be held in each of these territories giving their people the choice of: (a) independence, (b) continuation of their present status and (c) full integration with the rest of the United Kingdom with appropriate representation in this Parliament; and that once the choice has been made, Her Majesty's Government should make it clear to the United Nations, and all others interested, that no further changes will be made until the people of any of the territories so request them, thus conforming to the principle of self-determination enshrined in the United Nations Charter.

That, in the opinion of this House, the continuously rising trend of mass unemployment in circumstances of world slump and a stagnant United Kingdom economy requires à government-funded, locally administered programme of capital, maintenance and conserva- tion works, expansion of personal services for the elderly, the sick and the educationally deprived, two-year youth traineeships, and incentives for job-sharing.
