Today's Commons Order Paper contains (for the first time) the full text of Sir Victor Goodhew's motion. Briefing for PS/Mr Onslow should concentrate on this particular aspect of our dependent territories' future.
3. The Government Chief Whips Office's advice this morning is still that they expect Mr George Gardiner's motion on British Rail to occupy the whole business period up to 7 pm next Monday, and Mr Michael Hamilton (who drew second place in the Motions ballot) has withdrawn for this reason.
However,
there is a possibility that if the Rail Strike is called off, there will be slightly less interest in Mr Gardiner's motion, and Sir Victor's will be reached. But we should not make too elaborate preparations. This is the best advice I can give.
