We ceased to be a member in 1971. By then, our

membership of the Committee promised no discernible benefits

to our remaining Dependent Territories. And the Committee

had become increasingly a vehicle for sterile anti-Western

propaganda. The Government, however, decided to resume

cooperation with (though not membership of) the Committee

in 1974.
