I attach a copy of Mr Clift's minute of 7 December to Planning Staff.

2.

Planning Staff have agreed to take the lead on briefing Miss Sutter of the US Embassy. They require, however, details of UK's constitutional position on the question of the financial (public debt) liabilities of the Dependent Territories.

3.

I should be grateful for a short piece on each of our territories by close of play on Wednesday 15 December.
