POSSIBLE COMMONWEALTH SEMINAR

I am grateful for your helpful replies to my circular minute of 8 January on aspects of the Conservative Central Office's proposed Seminar on the Commonwealth and would now be glad of your clearance, by close of play on 19 January, of the attached draft submission and the substantive reply it covers to Sir Bernard Braine's letter of 28 December. (Nil returns are not, required.)

I would be particularly grateful if WAD could provide names of additional suitable speakers on the African Commonwealth (paragraph 2 of Mr Macrae's minute of 12 January to me (not copied) refers) and could confirm (in respect of sub-paragraph 2(c) of the draft submission) that the Seminar they are planning on African policy and problems will not be open to outsiders;

and if MVD and NTD would consider, possibly in conjunction with the Home Office, the idea put forward in sub-paragraph 2(d) of the submission. (It is included very much as an "aunt sally" for their consideration.)
