who stayed away from Melbourne might have
attended had the Meeting been shorter.

Reduce the financial cost of the Commonwealth
to Britain by reducing our percentage contribution
to the Commonwealth Secretariat's
expenses from 30% to 25%.
(v)
To get at least one nominee at senior level
in the Commonwealth Secretariat, eg. (as already
envisaged) to fill the post of Deputy Secretary-
General (Economic ) when it falls vacant
in 1983.

The next steps might be to sound out informally
governments likely to be sympathetic to 16 i, ii, and iii,
with a view to discussing them with the Commonwealth
Secretary-General, and subsequently at the Commonwealth
Senior officials Meeting in [summer] 1982.
