I attach a copy of our circular minute of 12 January, attaching a first draft of this paper.

2. South America Department has suggested, and Planning Staff agree, that the paper might briefly cover the question of whether the existence of the Commonwealth may help to resolve the problem of what to do about the remaining dependent territories. I should be grateful for your department's views so that a paragraph on this point can be incorporated in the draft.
