BRITAIN'S INTEREST IN THE COMMONWEALTH

1. I attach the second draft of this paper. I have taken account of most of the comments received on the first draft, circulated under cover of my minute of 12 January, though not always in exactly the way they were proposed. The present draft is also a littlle shorter than the first, and is ordered a little differently.

2. I should be grateful for any comments on the revised draft, preferably in the form of specific drafting amendments. The paper will probably need to be shortened before submission, so I should be grateful for suggestions for deletions as well as additions. The paper will be submitted with a summary which I shall prepare, and with three annexes, a list of Commonwealth member countries, the 1971 Declaration of Commonwealth Principles, and a note on changes in nationality law.

3. A draft of the paper will be submitted shortly to a DUSS's meeting, and I should therefore be grateful for comments by close of play on Tuesday 9 February.
