d. Chief Secretary, Turks and Caicos Islands

1. The Chief Secretary is the Chief Executive Officer of the Government, the senior Official Member of the Executive Council and the head of the public service. He deputises for the Governor in the latter's absence.. His principal functions are:

as an Official Member of the Executive Council, the constitutional instrument for advising the Governor, the Chief Secretary plays an active part in formulating advice with particular reference to the public service aspects of policy development.

in Legislative Council he is responsible for conduct on behalf of the Governor of any business relating to those matters falling within the Governor's special responsibilities under the Constitution for defence, external affairs, internal security and the public service.

the administration and regulation of the public service, in which he is assisted by an Establishment Officer. The inter protection of General Orders and salary and wages matters.

he assists the Governor as required, including drafting of political or other reports.

he heads the Islands Political Intelligence Committee and, together with Commissioner of Police, prepares the monthly report.

he is the Executive Council member charged with responsibility under the Constitution for the collation and publication of central government statistics.

g. he is the Accounting Officer for the Chief

Secretary's office head of expenditure.

The Chief Secretary needs tact, patience and persuasion to gain the confidence of Ministers and senior civil servants.
