HONG KONG CANDIDATES FOR DEPENDENT TERRITORIES POSTS

Sir P Haddon-Cave told me that there was some disquiet in Hong Kong that they felt they were not being given a fair stab at posts coming vacant in the other Dependent Territories.
I said that I thought this was not now justified. It could have been the case of the Governor of the Caymans which gave them this idea. Mr Lloyd had been such a strong candidate that we had not canvassed Hong Kong on that. But we had trawled Hong Kong for all subsequent posts. A considerable Hong Kong field had been considered for the BVI and Mr Turner had been quite close to getting the job, being beaten only by a man with very considerable Caribbean experience. Mr Turner was now strongly in the running for TCI. If the Board did not give him the job he would be a strong candidate for Anguilla. I said that we fully realised the importance of telling Hong Kong about these posts and giving them the chance to bid. Equally, I was sure that people in Hong Kong realised that they had no automatic right to such posts which were decided by selection boards. Sir Philip accepted that.

I think we do now have our machinery right on this but I should be grateful if you would check that it is clearly indicated in the written procedure for the recruitment of Governors and other senior appointments that Hong Kong should be informed well in advance and given the chance to bid. I think for the sake of our relations with Hong Kong this should be done even if we have a very strong candidate whom we are pretty sure is going to get the job.
