I agree with the drafts below, subject to a couple of amendments. Partly the reason for Sir R Posnett's advocacy of a Dependent Territories Adviser post is I think his tendency to by-pass WIAD (and perhaps HKGD). There have been occasions where we have discovered subsequently that the Governor has been directly in touch with Ministers or Private Secretaries on matters which should have come through the Department. I have suggested amendments accordingly.
