34. Mr Russell suggested that short training courses might be
organized at Sunningdale, with ex-HMOCS officers as lecturers.
Mr Hennessy wondered whether some short University courses could
not be reoriented to include colonial administration. Mr Deare
agreed that these ideas were worth exploring. If sufficient
numbers of people were not available to attend such courses, it
might be appropriate to organize individual briefing programmes
drawing on these courses.

Mr Edwards suggested that in future the Governors' Conference
should be held once a year, possibly in London.
Item 8: Aid Policy
36. Mr Deare explained that the paper had been drafted so that
it might be distributed to territorial governments, whose Ministers
often did not really understand HMG's policies. It was agreed
that on balance (Mr Edwards and Mr Davidson taking the lead) this
was not a good idea; however clearly the paper was drafted, it
would be misinterpreted and the intentions behind it misunderstood.
BDD looked to Governors to explain and interpret aid policy and
financial constraints to their Ministers.
37. Mr Edwards, while having no basic objection to the content
of the paper, thought it exaggerated the amount of aid available
from other donors, both in quantity and quality. In addition,
recipients did not find such aid too palatable, because of
