2. I am not sure that there is anything to be gained by making the point at paragraph 2(e) of your minute but I agree that the other arguments should be deployed. The only other comment I have is that the principle of trying to ensure that Governors do not suffer by comparison with their Diplomatic Service colleagues

to be already established in that we top up their allowances from Vote 1 money. So far as I know this is no secret to the Treasury but I think you should check with PSD before making the point in case it would cause them some embarrassment.
