1. I attach draft replies and background notes for the 4 written

PQs by Mr Mills.

2. The Question on visits by Ministers and officials has been

taken to mean what are the most recent visits within a reasonable

time scale (since December 1980). It would be disproportionately

expensive, in the case of Ministerial visits, to go back

indefinitely in time.

3.

The Question on where staff responsible for each dependency

are normally resident has been interpreted to apply to Diplomatic

Service staff only and has been answered on this basis. To include

members of HM Overseas Civil Service or the ODA would be

impracticable.
