PROTECTION OF HONG KONG BRITISH SUBJECTS IN CHINA

1.

In your minute of 16 March to Mr Morrice HKGD you asked for our views on the role of our Embassy in Peking concerning the protection of British subjects in China.

2. Consular officers are required by DSP 29.1.1 to afford Consular Protection to the following:-

Citizens of the United Kingdom and Colonies.

British subjects without citizenship under Section 13(1) or Section 16 of the British Nationality Act 1948.

British subjects under Section 2 of the British Nationality Act 1948.

British subjects by virtue of Section 1 of the British Nationality Act 1965.

British protected persons.

3. Peking will therefore be expected to provide protection to those persons in the above categories who hold full British passports. They would not be required to protect holders of

Hong Kong Documents of Identity.
