Thank you for your letter of 30 November enclosing two from your constituent, Mr Christopher Dawson. I am grateful to you for bringing the point to my attention. I have a good deal of sympathy for Mr Dawson's view.

As a result of Mr Dawson's representations, the Commissioner Against Corruption in Hong Kong wrote to the Editor of the

'Birmingham Evening Mail' putting the record straight. Unfortunately, the 'Mail' has declined as yet to publish the letter, a copy of which is attached. However, the Hong Kong Commissioner in London has written to the Editor urging him to do so, but he has not yet received a reply. I hope, of course, that the Editor will agree to do so in the near future.

I understand that the text of the first letter has already been read out to Mr Dawson on the telephone, but please feel free to pass it to him. I think that it states the case very fairly.

I am returning the copies of Mr Dawson's letters.
