1. I submit a substantive reply to a letter of 25 September 1980 from AKK 382/3 1980

A Mr Dennis Canavan MP concerning allegations of corrupt and unlawful

practices in the Small Boat Unit of the Royal Hong Kong Police Force. AKCK 382/3 195

B2. An interim reply was sent on 3 November, informing Mr Canavan that

the Complaints Against the Police Office in Hong Kong were investigating

the allegations. The draft letter to Mr Canavan is based on a letter

of 14 April from the Hong Kong Secretary for Security reporting the

outcome of these investigations.

3. The Small Boat Unit forms part of the Marine Police District of

the Royal Hong Kong Police Force. Its role is to apprehend illegal

immigrants and it has performed much valuable work in this context.
