1. I discussed the attached telegram with Mr Webb-Johnson. article referred to reported the visit of 2 Scotland Yard officers. to Hong Kong to study riot control measures and maintained that the police in Hong Kong were trigger-happy and trained to shoot to kill.

2.

Mr Webb Johnson is not inclined to answer the article after a lapse of 5 days. To do so would stir the story up again. He will therefore take no action unless it is resurrected.
