You, and even more so Peking, might find it useful to have on file the attached paper about the suppression of muggling which was discussed today at the Governor's Security Committee.

Although smuggling has by no means been stamped out, we have made remarkably good progress in bringing it within more reasonable bounds and in demonstrating to the Chinese that we are conscious of the problem.

Present activities to deter smuggling will continue. We are not contemplating any new changes to existing legislation (such as those referred to in para 11(c)). We will however arrange to pass on to the Chinese, at the newly established border liaison meetings, information about goods allegedly being sent legally to Chinese communes (and almost certainly being smuggled at their end) as described in para 9(a).
