A short chronology of the MacLennan affair may be stated thus
August 1978
J.R. Duffy, a solicitor in private practice, was arrested and charged with three counts of buggery and three counts of gross indecency involving young boys.
Duffy pleaded guilty and was convicted on the above
charges.
October 1978
Duffy was sentenced in the High Court to 3 years
imprisonment on each of the counts of buggery and to
18 months imprisonment on each of the counts of gross indecency
sentences to run concurrently.
Duffy complained bitterly that he had been unfairly
singled out and claimed that many other, often prominent, members of the community were homosexual and that many used
procurers of young boys for homosexual purposes. These allegations led to the setting up of the SIU to investigate, in particular, procurers and those who abused youths for homosexual
purposes.

November 1978
Following a complaint relating to an alleged homosexual
advance to a young student MacLennan's services in the Police
Force were terminated by CSB on the recommendation of Mr. Roy Henry (then Acting CP) who had in turn acted on the advice of
his ACP, Mr. Illingworth. It had previously been decided that a prosecution of MacLennan should not, in the circumstances, be instituted, notwithstanding legal advice that a prima facie case existed, as the student had returned to the U.K.
