The Commissioner has never given any directions on matters

of administration or procedure. He has never indicated which parts

of the hearings would be held in private session, The Commissioner

was quoted ("The Sun"; 14. 7. 80) prior to the commencement of the

hearings as saying: "In view of the nature of the inquiry, part of

the evidence will probably be heard in camera, but as much as

possible will be heard publicly, particularly ballistic and medical

evidence, and evidence about the flat in which Inspector MacLennan's

body was found. "

Beveridge, QC has indicated that he would

prevail upon the Commissioner to hear all evidence in public unless

there were extra-ordinary justification for not doing so. To date

all references to the allegations of homosexuality leveled against

the CP, have been aired in public and present indications are that

Beveridge, QC will continue to insist on all such matters being

heard in public - so that at the end of the day the Commissioner can

decide whether or not they are relevant, A decision by the

Commissioner after the event that a matter is irrelevant will, of

course, be little solace to the person affected by it.
