I hope that it would not be thought necessary to draw any further authority which might be given to me pursuant to the above indications in any way which would require me to take additional steps by way of enquiry. The form of wording which I suggest might be appropriate would be the following:-

To report, by way of an appendix to the Report to be delivered pursuant to the Inquiry into the matters within the Terms of Reference set out by Order of the Governor in Council dated 9 July 1980, on any defects in the system of operation of the Special Investigation Unit which involve, or at any time since 14 August 1978 have involved, breaches of the Police General Orders from time to time in force, and which come to the notice of the Commission during the course of its said enquiries.
