would be made for this interview.

Mr. Mansell will further state that he arranged for the deceased to see Mr. Purdon on 27.11.78.

On 28.11.78 Mr. Mansell wrote to the Secretary for the Civil Service attaching a copy of the deceased's appeal against termination of his services and a copy of a 'Note for File' (M. 17 in C/F UI 26330) which he had made when he interviewed the deceased on 20.11.78. He will also state that at about 1500 hours on 28.11.78 he received a telephone call from Mr. Blackburn, Director of Personnel and Training who was at Government Secretariat requesting him to arrange for the deceased to see Mr. Blackburn at 1600 hours that day. On 1.12.78 Mr. Mansell was informed by Mr. Blackburn that the decision to terminate the deceased's service had been changed.

Mr. C.W.B. Purdon, Deputy Commissioner of Police Administration, will state that in consultation with Mr. Over he referred file YL XRB 5828/78 (the Allegation of attempted homosexuality) to Mr. Henry, the Acting Commissioner of Police. He subsequently saw the file and noted that Mr. Henry had directed that the deceased's services were to be terminated. On 30th October 1978 Mr. Purdon referred the file to Personnel Wing in order to initiate the necessary action. He will further state that as a result of representation made by Judge Daniell he interviewed the deceased on 27th November 1978 in the presence of Mr. Over. He informed the deceased that the facts of the investigation had been reviewed and it appeared that, having regard to the weight of evidence, he should be given the benefit of the doubt that existed and that therefore a recommendation would be made to the Secretary for the Civil Service rescinding the notice of termination. The matter was then referred to Mr. Blackburn in order to discuss the matter further with the Deputy Secretary for the Civil Service.

Mr. J.E. Over, Senior Assistant Commissioner of Police will confirm the meeting between himself, Mr. Purdon and the deceased and will further state that in early November prior to this meeting he had been telephoned by Judge Daniell who had told him that he wished to discuss the matter of the deceased's dismissal from the force with Mr. Purdon. Mr. Over explained to Judge Daniell that Mr. Purdon was not available but that he would help him instead. Judge Daniell said over the telephone that he was concerned that the deceased had been dismissed without a proper hearing and that he wanted the matter reviewed. It was explained to Judge Daniell that if Mr. Purdon considered it necessary then he would see the officer concerned. Mr. Over will state that Judge Daniell, although relatively satisfied with this answer was obviously very emotional, surprisingly so for someone who was apparently a Judge.
