When asked, Mr. Blackburn expressed the view that he would not expect Inspector Fulton to be told that a not buld be put on his file to ensure that his future in the Force would not be adversely affected by his activities since wider Force interests would dictate that he should leave.1

7. At the time Mr. Clancy was already aware of the terms of the Charter. Mr. Clancy also indicated to Inspector Fulton that the assessment of his career in the Force was very dependent on whether or not he had any skeletons in his own closet which if they emerged could have a significant effect or potentially significant effect on his career. This indication was not recorded in the file "because these records are seen by relatively junior police officers and they are seen by relatively junior civilian officers and I thought that any reference, particularly if linked with SIU would become pretty general knowledge throughout the Force and I did not think that would be fair to Inspector Fulton that that should be the case.' 12
