KOWLOON,
Concerning his failure to reach r. Slevin or Mr. Purdon, it seems from my conversation with the Magistrates that MacLennan is quite a simple, honest man who thinks no wrong of others, and he just said that he had been unable to contact either Mr. Slevin or Mr. Purdon. llowever, when the Magistrates tried to contact Mr. Purdon, they found he had a wall of protection around him, and even they had difficulty in making an appointment for him. Each time they were told either that he was out, or that he would ring lack, which he did not. Magistrates concluded that the messages were not reaching Mr. Purdon. (I know that messages to Mr. Crane did not reach him either when he was here, as I had a personal experience of that).
Eventually the Magistrates managed to fix an appointment for Mr. MacLennan, and he was to see lir. Purdon on 27th. November. that this will give him some chance to get justice.

When I heard of this case, I asked the Magistrates' permission to use the information they had given me, and their names, to write and tell you about this case, because if finally injustice is done, and you have to turn down any petition by the Inspector based on the word of the police, it will be your name that will suffer if MacLennan eventually has to take any legal action, and I do not think it fair that you should have to hear the blame for other officials' injustices, as you so often have to do.
I find it hard to understand why senior police, who obviously feel they were being wrongly treated by ICAC when some of them were sacked, and who felt they should be pardoned and keep their jobs, are willing to bring about the ruination of a juntor non-colonial policeman on what is little more than an anonymous allegation from which they themselves have judged there is a prima facie case without having to produce evidence, witnesses, accusers, or go through the normal court procedures.
I feel confident that Hir. Purdon will have the matter investigated, but he has made it clear that reinstatement is not within his jurisdiction. I also feel confident that you would never tolerate the injustice of having a man condemned for life on an allegation from which he is not allowed to defend himself.
