sought protection from certain members of the Police Force. However, it seems probable that there misunderstanding and that Jeff was not seeking protection, so that his entry into the Hotel had one purpose for Reeder and another for Jeff. Further, it seems likely that Reeder attempted to instruct guards to protect Jeff, but that they misunderstood their duties as being to restrain him, which; by their own admission, they did. Thus, probably Jeff was, for a time, wrongfully restrained from leaving the Hotel, although no one was guilty of wilfully and falsely imprisoning him, since Reeder believed he had arranged protection only and the guards believed they had authority to restrain Jeff.

The incident constitutes the only blemish on the otherwise highly commendable performance of Carratu Limited on behalf of the Commission. It arose from a mistake by Reeder caused by the language problem, compounded by Reeder's inexperience in the use of interpreters, the low standard of competence of Kwok and his men (whom Carratu employed as the best available at short notice), and Jeff's unreliable character.

From the Commission's point of view, this incident was frustrating, because Jeff proved, in any event (as was urged by counsel from all parties then represented at the hearings) to be wholly unreliable and of no value as a witness. It should, accordingly, be emphasized that his allegations against Inspector Tin are wholly disregarded by me.
