5. that :-

it was at the same time agreed that within the City of Kowloon "the Chinese officials now stationed there shall continue to exercise jurisdiction except so far as may be inconsistent with the military requirements for the defence of Hong Kong"; and
"Within the remainder of the newly-leased territory Great Britain shall have sole jurisdiction.
The N.T. Order in Council referred to in para 3(b) provided
the territories within the limits and for the term described in the said Convention would be and were declared to be part and parcel of the Colony of Hong Kong;
the Governor by and with the advice and consent of Legco could make laws for the peace, order and good government of the said territories as part of the Colony;
all Laws and Ordinances in force in Hong Kong on a date to be specified would take effect in the said territories; and
(a)
notwithstanding anything contained in the Order, "the Chinese officials now stationed within the City of Kowloon shall continue to exercise jurisdiction therein except in so far as may be inconsistent with the military requirements for the defence of Hong Kong" (article 4 of the Order).
The Kowloon City Order in Council :-

revoked article 4 of the N.T. Order (para 5(d)) and
stated that :-

(ii)
the City of Kowloon was part and parcel of the Colony of Hong Kong; and
the provisions of the N.T. Order in Council would apply to the City of Kowloon as if the said City had by the said Order in Council been declared to be part and parcel of the Colony of Hong Kong.
I must say that (b) may have been unnecessary in view of para 5(a).
