Mr Pan asked whether there had been any progress in tracking down the alleged culprits and whether the one person arrested had been sent to Macau. This matter was of considerable concern to the NCNA. Dr Wilson said that extradition proceedings were about to be undertaken against the one person arrested. According to the Commissioner of Police, to whom Dr Wilson had spoken, the Police were hopeful the remaining 4 wanted men would be arrested. Any further information which the NCNA might have would be welcome. Mr Pan repeated NCNA's concern that the remaining fugitives be arrested quickly, particularly as the Police claimed already to have them under surveillance.

Dr Wilson repeated that no permission had been given for a Festival nor had the two films specifically referred to been granted a licence.

The Police had asked NCNA for witnesses and two members of staff of the Xin Hua Bank would give evidence. They were Messrs HE De Quan (1
