2. In brief, Peking advised a further approach to the Chinese (paragraph 3 of their Telno 398 of 3 June - folio 39) before falling back on legislation (my minute to you of 19 May - folio 33). The Chinese have since asked that we return to them with a draft memorandum (Peking Telno 408 of 5 June - folio 44), implying further room on their side for compromise. Peking recommend that they

submit a re-draft on the lines of that in their Telno 232 of 31 March (copy attached).

We would wish to endorse this course of action, subject to your views on the draft and those of FED.
