Nie also remarked (on point 1(b) above) that the

name of the Director-designate of the Visa Office would in any case come to the notice of the Embassy (and hence the FCO) when application was made for his visa to travel to Hong Kong.

The memorandum was then signed.

After the signing Nie asked whether the Visa Office could be listed on a separate page at the end of the list of Commissioners, Consular Officers and Trade Commissioners or on a separate sheet, as an insert. Mr Atkinson repeated what he had said before the signing (1(e) above) and previously on 20 August, ie that HMG's position was that the Visa Office should not appear in that list. Nie did not press this point further.
