1. The question of the proposed Chinese Visa Office in Hong Kong was raised during the Secretary of State's visit to China in April (Peking Telno 24 to Hong Kong of 2 April). It was evident that the Chinese were unlikely to settle for less than the package of privileges and immunities set out in their draft memorandum of March (Peking Telno 232 of 31 March). Sir E Youde discussed" this with the Governor in April and recommended legislation that would enable the Hong Kong Government to meet these requirements (Mr Clift's minute of 13 April). Hong Kong have now decided,

reluctantly, to legislate (David Wilson's letter of 4 May).

2. I should be obliged if you would consider Dr Wilson's letter (particularly his paragraphs 6, 7 and 13) and the new draft memorandum and draft Bill attached, and let us have your early views.
