c) Since the Chinese have asked that the courier service should be exempt from search they will probably require that section 7 showed accord the courier inviolability (as in Article 35(5) of the Consular Relations Convention).

a) I note that section 12 gives a wider tax exemption than was requested by the Chinese: but this is a matter of policy for Hong Kong.

2. Hong Kong may well find it useful indeed essential - to take powers allowing them to declare persona non grata any member of staff of the Visa Office. Such powers are taken whenever a receiving State accords immunities to representatives of other States. A reference to such powers should be included in the Memorandum.
