1. We need to comment quickly on Peking Telegram Numbers 398 and 402
which crossed our Telegram Number 505 to Hong Kong. I think that the
tactics proposed by Peking would allow us one further chance to get
the Chinese to back down without a serious risk of a row, and we
should let them try it. I submit a draft telegram.
