Arising from a recent case where a passenger was not allowed to board a flight for Hong Kong because she was not holding a valid UK Passport, I am writing to inform you that in view of the backlog of applications at UK Passport Offices, the Hong Kong Government will continue to accept, subject to certain conditions, expired United Kingdom Passports and British Visitors Passports for entry to Hong Kong under the arrangements brought into effect at the time of the industrial dispute in the Passport Offices.
The conditions for acceptance of expired United Kingdom passports are that the period of expiry is less than five years and that the holder has the 'right of abode in the United Kingdom'. As for holders of British Visitors Passports, they will be accepted provided they can produce some form of proof of residence in the United Kingdom, such as a United Kingdom birth certificate or driving licence, etc. on arrival in Hong Kong.
I will inform you when these concessions are to be withdrawn and, in the meantime, I should be grateful if the position could be made clear to your staff.
