Transit visas We need to decide how we are going to respond to Huang Hua and Ke lua's representations on this topic. These are recorded in Peking telegram numbers 25 to Hong Kong and 274 to FCO at folios and in file HKK 345/4. Hong Kong's views are in their telegram number 109 but they are now re- considering them - see para (d) above.

f) The future of Hong Kong We are now looking at the paper on

this to decide how it needs to be amended in the light of Deng Xiao-ping's comments. What we do about the problem of individual leases in the New Territories is the most obvious question to be looked at. One consequent addition should be an annex on what the Chinese have said on the future of Taiwan. We also need to consider how the Governor should react if he is invited to visit China before he retires next year.
