examine any specific instances the Chinese brought to our attention

and that transit visas would, provided the Chinese agreed certain

conditions, be issued for 7 instead of 2 days.

But neither we nor Peking were happy with the Hong Kong Government's

suggested response to the Chinese complaint about visas for Hong Kong

having to be obtained at Lo Wu, which was to tell the Chinese that

visas would be issued by the Embassy in Peking once accommodation and

staff problems were solved. The problem with this approach was that

even if the Chinese could provide the accommodation we could not

provide the staff.

6. Hong Kong were asked to reconsider and now propose that Chinese

ordinary passport holders in transit be allowed to use Kai Tak, which

they are not at present, providing the Chinese agree to certain pre-

Eb conditions (Hong Kong Telegram Number 497). Peking have endorsed this

approach (Peking Telegram Number 353) which should enable us to dodge

Huang Hua's suggestion that transit visas be issued by HM Embassy

Peking or be processed by the China Travel Service in Hong Kong.
