5. In reply, the Chinese quoted individual cases to the Embassy of

alleged discrimination against Chinese passport holders, on which

Hong Kong have sent their comments to Peking.

The Chinese also told the Embassy that they would like to proceed

Ato an understanding on (ii) rules for transit visas - and sought a

few other concessions, to which Hong Kong can agree. There is no

objection to such an understanding.

7. It is not possible to meet the Chinese request for the Embassy to

issue transit visas. Apart from other considerations we could not

provide the visa staff. And it is not envisaged that Hong Kong

Immigration Department provide the staff because of the difficulties

that would arise from posting Hong Kong Chinese officers to Peking.
