the arrival plans of the whole delegation had been postponed until 27 September. Following this NCNA told me that Tsang would not be a member of what they called a Jinan University group due to transit Hong Kong on the way to Canada.

This is a satisfactory outcome. But it remains a puzzle why they should imagine that Tsang could pass through Hong Kong and spend several days here in transit without us knowing or objecting. Also, as a lesser matter, why they imagined that an official delegation could come, on the through train without visas.
