1. The authorities of Hong Kong will normally grant to any person who is a national of the PRC permission to stay in Hong Kong for seven days in the course of travelling for private purposes from the PRC to another country provided that -

a) he holds a valid passport issued by or on behalf

of the PRC;

b)

he is in possession of a visa permitting him to enter that other country or a letter from the authorities of that other country stating that he will be granted such a visa;

and

he is in possession of sufficient financial means to enable him to continue his journey to that other country.

Such permission will not be granted automatically or as of right to any such person and the authorities of Hong Kong may in any particular case refuse any such person permission to enter Hong Kong or require any such person who has entered Hong Kong to leave Hong Kong without delay. In particular, such permission may be withheld in the case of any such person who is unable to show to the satisfaction of the authorities of Hong Kong that he has a right of return either to the PRC or to some other country.

Where any such person is granted permission to stay in Hong Kong for seven days in accordance with paragraph 1 of this memorandum, the authorities of Hong Kong will give sympathetic consideration to any request from that person that is supported by good and sufficient reasons for permission to extend his stay in Hong Kong by not more than twenty-one days or (in exceptional circumstances) by a longer period.

If any such person exceeds his permitted stay in Hong Kong, the authorities of the PRC will, at the request of the authorities of Hong Kong, receive him into the PRC without further formality or enquiry: Provided that any such person who has a right to return to another country will be returned to that other country by the authorities of Hong Kong.

Any such person who does not possess a visa permitting him to enter Hong Kong will, as hitherto, be dealt with at Lo Wu by the authorities of Hong Kong.
