1. The Embassy in Peking have been discussing with the Chinese the arrangements for Chinese Passport Holders transitting Hong Kong folios (22) and (23). HMG's proposals were contained

in a bout de papier handed to the Chinese on 4 September Peking telegram number 560 at folio (33).

2. It is intended to formalise the understanding between the two sides by an exchange of notes. The text of a draft of such a note, prepared in Hong Kong, is in their telegram number 1940./
