For several years, I have made suggestions different occasions in regard to this issue to

remain there for long. This issue cannot be put on a par with that of Chinese compatriots coming to Hongkong in transit, and the two issues should be dealt with separately.
It is earnestly hoped that the Hongkong authorities be urged to make a clear distinction between the two cases and take appropriate steps to resolve the question con- cerning the duration of stay in Hongkong by the overseas Chinese returning to China via Hongkong.

Most overseas Chinese complain a lot about this so I wish to voice some of their views in the hope
that you will face up to it and take positive steps to tackle it. This will not only be in the interests of the
overseas Chinese but also help encourage their patriotic feelings and, at the same time, it will effectively pro-
mote trade between China, the Philippines and Hongkong.
Therefore I wish to ask you to have a clear understanding
of what I have said.
