Please see Peking telegram number 23 and my comments on it, with which Mr Morrice agrees.
2. PED have now produced a draft reply. Paragraph 1 of the draft is factually correct - I led on this and Passport Office persuaded Home Office to agree.
3. FED (Mr McLaren) are not happy with the proposal. They think that the Chinese will see this as a devious way of getting round their objections to HK British passports. This of course it is, but I stand by my view that we should not give way on this because of the wider ramifications.
