provisions seem quite clearly to have had their effect long ago, it is prudent and appropriate to restore all the transitional provisions contained in the Second Schedule to the 1971 Ordinance. The Immigration (Amendment) (No 2) Bill 1981 annexed to this memorandum provides for this. The transitional provisions have, however, been brought up to date to take account of amendments made to the principal Ordinance over the intervening years, which are now reflected in the current revised edition,
