To deal with the problem of massive illegal immigration into Hong Kong, it has since October 1980 been obligatory, under the Immigration Ordinance (Chapter 115), to carry "proof of identity", as defined under that Ordinance. The most commonly used form of proof of identity is an identity card issued under the Registration of Persons Ordinance (Chapter 177); forgery of such cards has therefore become a more profitable crime, and a more serious threat to the community, than was formerly the case.
2. The principal purpose of this amending Ordinance is to provide for stern penalties to be imposed on those who are found in possession of forged identity cards (section 4). It also inserts (by section 3) a sanction against persons who do not use their correct names and numbers (i.e. as shown on their identity cards) in their dealings with the Government.
3. Before the Acting Governor assented to the Bill in the name and on behalf of Her Majesty, the Attorney General advised that he could properly do so.
