As you will have seen, we were able to agree the proposals in Hong Kong Telegram Numbers 1013 and 1014 very quickly and without difficulty. We look forward to hearing how the Chinese react. In the meantime, it would be very useful to have the background papers since we now have to prepare briefing for the Lord Privy Seal's visit and will need to touch on these proposals.
