Legal Immigration from China

I enclose a paper on the subject of legal immigration from China which was discussed in the Governor's Security Committee on 6 November.

2.

It was decided that we should approach the Chinese to express our concern at the continued increase in the preparation of single exit permit holders and say that we wish to see this proportion held at its present level and preferably reversed.

3.

We also propose to sound them out on the

introduction of a scheme for the return of overstayers.

4.

We have telegraphed about this, but I thought the enclosed paper would be useful background information.
