Despite our clear statements of policy made

here and in Geneva the UNHCR Charge de Mission, Jacques Terlin, has again been asking for detainees in Chi Ma Wan prison to be treated as refugees and released.

I enclose a copy of Malcolm Chadderton's reply of 7 January in one such case together with up to date statistics of the 716 concession cases so far released. You and Geneva may wish to use the material in the event of further representations.
