Source was a 22 year old ethnie Chinese widower born at Quang Ha, Quang Ninh Province, Northern Vietnam. He was a "double backer", having entered Hong Kong in 1979.

He had left Vietnam with various relatives for China in February 1979, via Tungchung (3392/0022), Guangxi Zhuang Automomous Region, and was assigned to Yangcun (7122/2625) Orange Farm, Boluo (0590/5012), County Guangdong Province.

On 27th July 1979 he left from Pingsha on a motorised boat with a group of about 300 Vietnamese Chinese intending to reach Hong Kong.

The boat however sank in the open sea and Source was one of the 30 or so survivors. His wife was one of the victims.

Undeterred by this experience, he left on another boat on 5th August 1979 from Wushan (0063/1472), Pingsha and reached Hong Kong on 6th September 1979 (L/M 910). He was repatriated on 13th January 1980 and upon returning to the Orange Farm at Bolo he was allowed to resume work and was not punished. His quarter was however occupied by others and he lived with his parents who had left Vietnam with him.

He continued his escape attempts but was unsuccessful on four occasions at Boluo, Pingsha, and Fanyu (3972/4417), as he was either arrested or cheated.

On 14th March 1981 he travelled by bus from Boluo to Pingsha, having obtained a travel permit to visit his father-in-law. Source reported that Pingsha had been a restricted area since May 1980, following an incident when the Macau authorties towed two escape boats back to China. Chinese PS officers checked travel documents of arrivals at Pingsha bus station, but this could be circumvented by leaving the bus at an earlier stop and walking into town.

Source lived at his aunt's house at Pingsha, and he soon met a Northern Vietnamese Chinese

PHUONG HUU MINH (Vietnamese). He was a "professional escape organiser", born 10th September 1923, residing 2nd Brigade, Jiuching (0046/0282) sub-farm, Pingsha Overseas Chinese Farm. He had entered Hong Kong on 14th September 1979 from Pingsha with a motorised junk (LM 925) towing a sailing junk (L/M 926)
